தேர்தல் விதிமுறை 49-O சட்டபூர்வமாக வாக்கு அளிக்காமல் இருப்பது எப்படி
ஒரு குடிகாரன், ஒரு சாராய வியாபாரி, ஒரு ஆத்து மணல் திருடன், ஒரு கொலைகாரன், ஒரு மொன்னையன் என்று நீளும் பட்டியலில் ஒருவருக்கு எப்படி எனது வாக்கை அளிக்க முடியும். வாக்களிக்காமல் இருந்துவிடலாம என்ற எண்ணம் உள்ள பலருக்கு 49-O ஆம் தேர்தல் விதிமுறையை பற்றி தெரிந்தால் உங்கள் முடிவில் சில மாற்றங்கள் ஏற்படலாம்.
தேர்தல் விதிமுறை 49-O என்ன சொலுகிறது என்றால், நீங்கள் வாக்குசாவடிக்கு சென்று உங்களின் பெயர் முகவரி சரி பார்த்து உங்கள் கையொப்பம் இட்ட பிறகு, சட்ட பூர்வமாக நீங்கள் வாக்கு அளிக்க விருப்பம் இல்லை என்று தேர்தல் அலுவலரிடம் பதிவு செய்யலாம்.

49-O : Elector deciding not to vote.-If an elector, after his
electoral roll number has been duly entered in the register of voters
in Form-17A and has put his signature or thumb impression thereon as
required under sub-rule (1) of rule 49L, decided not to record his
vote, a remark to this effect shall be made against the said entry in
Form 17A by the presiding officer and the signature or thumb
impression of the elector shall be obtained against such remark.

If the voter has an option not to vote at the election after he has been identified at the polling station and his name has been registered in Registers of voters (Form -17A). The Presiding Officer shall thereupon make a note to that effect against the name of that voter and obtain his signature (thumb impression in the case of an illiterate). In such case, the voters who exercise the option of not voting at the election under Rule 49-O would only be deemed to have abstained themselves from voting and under the law, the candidate who secures highest number of valid votes polled, irrespective of his winning margin, is declared elected.
